A Local Intelligence System for West London: The Business Case

Brief
In response to the growing demand for information about West London, its boroughs and local communities, we were commissioned to explore the business case for a West London Local Intelligence System (LIS).
Methodology
The first stage of this project was a feasibility study which sought to ascertain the information requirements of West London information users and the level of interest in the development of a West London LIS.
The study was informed by two major stakeholder consultation exercises:
(1) An electronic survey of West London information users from public, community, voluntary and business sector organisations as well as local residents; and
(2) A series of focus groups with stakeholders from 16 West London organisations.
The consultation findings provided a wealth of valuable information on the needs and requirements of information users in West London. The feasibility study proved that there was strong need to improve access to information about West London, its boroughs and local communities.
We proceeded to write the business case for the LIS, setting out key objectives, drivers, benefits, as well as a cost benefit analysis which demonstrated that partners could gain significant cost and efficiency savings from joining the LIS. At the same time, we were involved in partner engagement and awareness-raising for the West London LIS project.
Next Steps...
Since publication of the business case, we have been commissioned to design a demonstration website, produce a technical and functional performance specification for the LIS and a summary brochure.
